It is built in, but at the least the Apple implementation isn't very good. It doesn't go red enough to completely eliminate the waking effect.

Yep. And I hate how apple limits lowest brightness level on iOS devices. I used to jailbreak only to have better screen brightness management...

There is an accessibility setting to lower it further (which you can assign to triple home button click). But generally I agree.
